SCAQMD Rule 2305 - Warehouse Actions & Investments to Reduce Emissions (WAIRE) Program

Both owners & operators of large warehouses (>100,000 sq. ft.) in the South Coast have upcoming obligations under the new South Coast AQMD Warehouse Indirect Source Rule 2305. The SCAQMD just posted the portal WAIRE POP for reporting. Notably, this Rule is not just for warehousing for distribution but also manufacturing operations within the South Coast jurisdiction.


If you are a warehouse OWNER:

  • Submit an initial report containing basic information about your warehouses through WAIRE POP by September 1, 2021.


If you are a warehouse OPERATOR:

  • Begin reporting and complying with the rule in 2022, 2023, or 2024 depending on the size of your operation.

  • Track the number of trucks that visit your warehouse and generate points by implementing emission reduction projects.

  • These projects can include buying and operating zero emission trucks, installing electric vehicle chargers, or installing solar panels, among other things.

  • Instead of directly implementing projects, operators can also pay a fee to the Air District to fund emission reduction projects.

  • Operators should begin planning now to determine the most practical and cost-effective options for complying with Rule 2305.
